HC fines three NICR Hospital officials Tk 5 lakh each

DHAKA, Nov 10, 2020 (BSS) – The High Court (HC) today fined three
officials of the National Institute of Cancer Research and Hospital
(NICRH) Taka 5 lakh each for their involvement in irregularities in
setting, maintaining and using modern ventilators procured for the
institute’s Intensive Care Unit.

The officials are – AMN Shariful Alam, Mollah Obaidullah and Manosh
Kumar Bosu. Of them AMN Shariful Alam and Mollah Obaidullah have
already retired.

The High Court Division Bench of Justice M Enayetur Rahim and
Justice Md Mostafizur Rahman pronounced the verdict with observation
after disposing of a rule issued on January 2 on irregularities in
setting, maintaining and using modern ventilators procured for the
NICRH’s Intensive Care Unit.

The bench asked the health secretary to deposit the fined money to
the hospital’s development fund after collecting from the officials
and realize the money under the Public Demand Recovery Act 1913 if the
officials fail to pay the money.

It also asked for forming a three-member high-level probe committee
with the officials of the Health Ministry, the Directorate General of
Health Services (DGHS) and NICRH within the next seven working days
after getting the order to find out whether NICRH’s retired ICU chief
Moarraf Hossein showed his negligence in issuing letters to the
National Electro Medical Equipments Maintenance Workshop and Training
Centre (NEMEMW and TC) asking for keeping the ICU ventilators active.

Urging the high-level probe committee to complete investigation
within 15 working days after its formation, the bench asked to fine
Moarraf Hossein Taka 5 lakh if his negligence is found.

However, the bench, asked to fine NEMEMW and TC retired chief Abdul
Quaium and official Rezanur Rahman Taka 5 lakh each instead of Moaraff
if it is proved that he (Moaraff) asked Quaium and Rezanur to keep the
ICU ventilators active.
