Country is in the right path: Mannan

DHAKA, Sept 10, 2020 (BSS) – Planning Minister MA Mannan today said that Bangladesh is in the right path for attaining its desired development goals and if there is continued political stability alongside good working environment, then it would be possible to yield much more results.

“We’re in the right path and if there is continued stable political situation alongside good working environment……….then it will be possible to deliver more results and overcome many situations,” he said.

The Planning Minister said this while addressing a public awareness meeting titled “Making Vision 2041 a Reality: Perspective Plan of Bangladesh 2021-2041″ as the chief guest held at the NEC Conference Room in the city’s Sher-e-Bangla Nagar area. The General Economics Division (GED) of the Planning Commission organized the meeting.

Chaired and moderated by GED member of the Planning Commission Dr Shamsul Alam, Cabinet Secretary Khandker Anwarul Islam and Principal Secretary to the Prime Minister Dr Ahmad Kaikaus spoke on the occasion as special guests. Dr Alam also made a power-point presentation on the salient features of the Perspective Plan 2021-2041.

Terming documents like the Perspective Plan as a “document for the future”, the Planning Minister said this plan has immense potentials and there is a need to tap these potentials.

Noting that there have been many positive changes within the government over the last 12 years, he said, “A good time is passing by and hopefully it will continue, but there are unexpected situations like the COVID-19 which we’ll have to overcome,”

Mannan also mentioned that Bangladesh is also one of the most planned countries in the world featuring various short and long-term plans like Annual Development Plan (ADP), Perspective Plan, Five Year Plans and the Delta Plan.

Cabinet Secretary Khandker Anwarul Islam said this Perspective Plan 2021-2041 is an indicative plan and this would be implemented through various investment plans.

Noting that Bangladesh was one of the most successful countries in achieving the Millennium Development Goals (MDGs), he said the Perspective Plan has to be achieved through successful implementation of investment plans like various Five Year Plans and ADPs.

Putting emphasis on improving the ranking in Ease of Doing business index, the Cabinet Secretary said the Doing business ranking will be fundamental for acquiring of foreign resources.

Hoping that the per capita income of the country will reach near $12,500 by 2041, Anwarul said for attaining that target, all concerned need to give their concerted efforts.

Principal Secretary to the Prime Minister Dr Ahmad Kaikaus said that Bangladesh has advanced a lot in many areas including in the governance issue.

He said that the government is continuing with the result-based framework like the Annual Performance Agreement (APA) to yield better outcomes.

Mentioning the growing size of the country’s economy in terms of volume and purchasing power parity, Kaikaus said if the per capita income and other indicators could be raised, then it would be possible to attain the other desired goals.

GED member Dr Shamsul Alam said the Perspective Plan 2021-2041 is a living document and in 2030, the Plan might be reevaluated to reset the targets if necessary.

Earlier in February this year, the National Economic Council (NEC) approved the Second Perspective Plan of Bangladesh (2021-2041) in a bid to turn Bangladesh as a higher mid-income country by 2031 and a higher income and developed country by 2041.

The implementation of the country’s First Perspective Plan (2010-2021) is nearing completion.

In his presentation, Dr Alam said this historic outline document for the next 20 years is based on four institutional pillars which are governance, democratisation, decentralisation and capacity building.

According to this long-term plan projections, the country’s per capita income on current price would stand at US$12,500 or more by 2041.

It said the country’s GDP growth rate in 2031 is expected to reach nine percent while it would further expect to grow at 9.9 percent in 2041.

The extreme poverty rate in the country is expected to reduce at 2.3 percent in 2031 from 9.4 percent in 2020 (base year) while it is expected to come down further at below one percent in 2041.

The poverty rate is projected to come down at seven percent in 2031 and further at below three percent in 2041.

Major goals of the mega plan are to eliminate extreme poverty by 2031 and to bring down the poverty rate below three percent by 2041.

It also aims to ensure industrialisation and structural transformation as well as exemplary change in the agriculture sector and export-oriented economy.

As per the Perspective Plan goals, the public expenditure in the health sector would be raised to 1.5 percent of GDP by 2030 and thus 2 percent of GDP by 2040.

On the other hand, the public expenditure in the education and training sector would be raised to 3.5 percent of GDP by 2030 and thus 4 percent of GDP by 2041.

Besides, the contribution of the agriculture sector by 2041 will be 5 percent, the contribution of the industries sector at 33 percent while the services sector at 62 percent.

The Plan document highlights that the country’s export earnings is expected to reach 11.65 percent of growth by 2031 and 11 percent by 2041.

The 2nd Perspective Plan also aims to contain the inflation at 4.7 percent in FY 2031 and at 4.5 percent in FY 2041, to raise the investment ratio to 41.15 percent of GDP in 2031 and 46.9 percent of GDP in 2041.

This 229-page document having 12 chapters also aims to raise the national savings ratio to 37.18 percent of GDP in 2031 while 43.95 percent of GDP in 2041, to raise the revenue ratio to 19.55 percent of GDP in 2031 and thus lift it to 24.15 percent of GDP in 2041.

The Plan also eyes keeping the gross government expenditure at 24.55 percent of GDP in 2031 while at 29.15 percent of GDP in 2041.

The Plan also projected that the expected life expectancy of the country’s people will increase to 75 years in 2031 while to 80 years in 2041, the population growth will remain at 1 percent both in 2031 and 2041.
