Online activities on building design approval to begin May 1

DHAKA, Feb 13, 2019 (BSS) – Housing and Public Works Minister SM Rejaul Karim today said online activities on building design approval will begin on May 1 next aiming to make the design approval process easier.

The minister came up with the announcement at a view-exchange meeting at the Secretariat.

Bangladesh Investment Development Authority (BIDA) organised the meeting on the services of Rajdhani Unnayan Kartripakkha (Rajuk) and Chittagong Development Authority (CDA).

“Once the online activities are launched, nobody will need to go to brokers or convince anyone in any illegal way. No design of buildings will be approved manually from May 1,” he said.

As per the new decision, Karim said, from now people need not to take approvals from all the 16 government agencies, including city corporations, the Fire Services, Dhaka WASA, Dhaka Transport Co-ordination Authority, Bangladesh Inland water Transport Authority (BIWTA) and Bangladesh Water Development Board (BWDB), to get the design approved in constructing buildings.

“Designs will be approved after getting no objection certificates from only four agencies,” he added.

No objection certificate (NOC) of the security agency will be required in constructing buildings near special establishments like Bangabhaban and the Prime Minister’s Office, the housing minister said, adding the NOC of the Fire Services and Civil Defense will be needed in constructing 10-storey buildings or above.

“Land use certificate will be required…and the NOC of the Civil Aviation Authority must be needed in case of construction of high rise buildings.”

Noting that insurance is made mandatory in building construction, Karim said maximum 150 days were required in getting design approval of buildings in the past, now it reduced to only 53 days. “But people can get results within seven days.”

Housing and Public Works Secretary Md Shahid Ullah Khandaker, BIDA Chairman Kazi M Aminul Islam, Rajuk Chairman Abdur Rahman and CDA Chairman Abdus Salam were, among others, present at the meeting.
