Fine for honking horn in secretariat area from tomorrow: Shahab

DHAKA, Dec 17, 2019 (BSS) – Environment, Forest and Climate Change Minister
Md Shahab Uddin today said mobile courts will be set up to realize fines from
vehicles for honking horn in the surrounding areas of the secretariat and its
neighborhoods — Zero Point, Paltan intersection and Secretariat Link road.

He was speaking at the inaugural programme arranged to declare the
surrounding areas of the secretariat as “No Horn Zone area” in front of the
secretariat here today, said a press release.

According to Noise Pollution (control) Rules 2006, playing horn in silent
areas is a punishable offense, he commented.

He added, if anyone violates this law, the offender will get maximum one
month imprisonment or fine maximum of Taka 5,000 or both awards for the first
time violation and the punishment could be extended with maximum six months
imprisonment or fine of maximum Taka 10,000 or both awards for recapitulating
the same offence.

Speaking on the occasion, the minister sought cooperation from all for
turning the area into a noise pollution free zone.

“It is tough to implement this type of decision through only government
order in a mega city like Dhaka. This can be successful if people extend
their cooperation,” he added.

Both air and noise pollution can be reduced if everyone carries out their
respective duties sincerely, he added.

The minister urged the journalists to play their due role in creating
awareness among people so that every area in Dhaka city can be turned into a
“No Horn Zone area”.

The minister said to enforce the drive, drivers will be made aware through
carrying out different initiatives including putting stickers on cars,
leaflet distribution and verbal requests.
