Customs Bill, 2019 places in JS

SANGSAD BHABAN, Sept 11, 2019 (BSS) – The Customs Bill, 2019 was placed in the parliament with an objective to promote the customs management into international standard through enacting a modern customs act.

Finance Minister AHM Mustfa Kamal placed the bill in the House with Deputy Speaker Fazley Rabbi Miah in the chair.

Placing the bill, the finance minister said “it is a long demand to enact a modern new act changing the existing ‘Customs Act, 1969’enacted in English, into local Bengali language as part of including international best practice on customs affairs.”

Enactment of a modern customs act is necessary for commercial, speedy and transparent management of the customs system in case of international customs through adopting two international conventions like Revised Kyoto Convention (RKC) and Safe Framework of Standards (FOS), according to the bill, adding that the proposed new act also has adopted the rules and regulations on customs management which has been adopted internationally by the World Customs Organization(WCO) to ensure the security of the supply chain of the import export products as per these two conventions.

Most of the country across the world has already implemented these two conventions, he added.

The finance minister urged the house to send the proposed bill to the parliamentary standing committee for further scrutiny within 30 days.
